How far it is correct to ask the employees to sign on manual attendance register ,particularly when they have asked to attend any festival organised by the company and the company have declared holiday for that day well before .

May be the company wants to how many employees attended the function, just to make sure in future what kind of steps they should take to ensure higher attendance. I don't see any problem as company has declared a holiday and not the official holiday, so company has every right to mark absent to the employee if he has not come to the function

Marking attendance when an employee comes to the office is a good idea.
In case of an accident or any incident, the proof of the fact that the employee was officially there and required to be there helps. From the employees point of view there is nothing wrong. It's good that there is proof he attended office (even if it was for a function)

The normal rule is; when the employee attends duty, they must sign in the Attendance Register to mark their presence in the Factory etc., which will be the basis for HR Dept. to certify the no.of days for Salary. They are not supposed to sign in the Register on Holidays, or when they are on Leave etc.(when they dont attend duty), which will be entered by HR Dept.
Employees are to sign only when they are attending duty & not otherwise. Even on Holidays, if the Superior has advised him to work & he attends duty, he should sign to mark his presence. He can claim Co-off, OT as per Company Rules. Some Mfg. Cos. runs throughout, Continuous Process Units, essential employees work in 3 Shift basis etc., will be required to work on Holidays in which case; they must sign to mark their presence. During Festivals like Ganesh Chathurthi etc., when some employees will be called to make arrangements for the Puja etc., by their Superiors, they should sign in the Register. They can be given off for the no. of hours they worked on the holidays.
