Yes, he can file a complaint before the Grievance Committee in the organisation formed in accordance with section 9C of the Industrial Disputes Act. In the absence of such committee, he can raise it before the HOD/ manager superior to your immediate superior who is misbehaving or CEO/Managing Director.
