I have a query on how to deal with employees who deliberately work slowly and do not achieve the desired output?
Other groups are achieving the output, and these are skilled employees and having good experience.
what kind of disciplinary action can be taken as per UAE law?
i Know the course of disciplinary action-1st warning; 2nd and final warning; but this is not working.
Is it possible to deduct part of the salary?

Dear Gafoor,
It is not clear as to whether the workers going slow are skilled or unskilled? Have you got targets for them? Have you tried to find out why they are not meeting targets, by talking to them? Issuing warnings, etc., should be the last resort.

Why workers are working slow? What are the causes behind this? Have you done analysis? Do they have adequate tools? Is the material available in time? If the material is available then do the workers spend time in segregating the quality material? What is the downtime of the machines? Is the periodical maintenance of the machines done?
You have written that they are skilled? How do you measure their skills? What about the managers of the workers? What efforts they have put up to enhance the productivity of the workers?
Do the workers have some mental support from top management i.e. that their employment will be protected? Do they have mental support of some union leader?
We need to know above information also then only some solution can be provided.

By any chance, has this started AFTER any specific person(s) joined this group--or the situation is totally unrelated to the presence/absence of any specific person(s)?

i would like to clarify few things-
The background for this issues is that they had been provided option of target based job which they can do within the time specified; but there was a problem with targets as the work assigned would change as per production schedule and then there would be a slight variation on the targets so they refused to work on targets; so we changed thier work from target based to normal time basis(8hrs duty).
These are just couple of people; rest of the team is performing on targets; but this will influence other workers too and will get difficult to manage.
-These are skilled workers with 5yrs exp doing the same job
-All tools are been provided
-Material is available on time
-There is no machinery involved its steel fixer job(mannual job)
-they had no problems earlier, had no past disciplinary issues
-in UAE there are no trade unions so there is no influence/political parties
-we had a discussion with manager and workers and the thats why now they work on 8hrs duty; but during the 8 hours they are working slow and just do 50-60% of job.
-Also note that Target based job also was within the 8hrs shift; so there are using the same tools,same material ,same job but taking longer time intentionally.

Was any attempt made to find out the reasons/causes for their behaviour? How were they initially?
If yes, what reasons do they give?
If not, suggest find out ASAP--there can be TWO ways you can do this: To check with their friends/colleagues who are close to them OR put someone whom THEY TRUST to find out.
You are right when you say that this COULD extend to other employees IF NOT handled right away.
Also, what are the WCS [Worst-case-scenario] avenues/options available to you [as per UAE Law/Practices]--just in case they don't mend their ways fast or in a given time-window?

I take this opportunity to suggest that we should give as much information as possible to help people give solutions without having to guess the complete scenario.
Some more questions. Do you mean 2, when you say "a couple of people"; if so two in how many? If they do not finish work on time, do you engage the same workerson over-time (OT)and pay them the over-time rate? Can their work be done by other people? If so, will there be any problem is engaging others on OT.

Have you set the production norms in any agreement or memorandum of understanding. Have you linked the incentives to production ? Do you have any performance appraisal system wherein measures are put to achieve the desired targets? In that case you can follow the appropriate line of action.
