Incase of the Manager/Head of the dept. of course The Management is responsible to hear them, and incase of Executives the Head of the department may solve the problems.... Hope this stands clear....

Nice thought....whom should HR complain to?? he he...well, job of hr is not to complaint but to solve other employee's issues. Yes, incase HR has concerns...they should go to the reporting managers with the concerns. Well, HR has a greater responsibility...to ensure that employees are motivated to work for the firm.
