Hi, Can an employee submit resignation when they are under notice period given by the company? What would be the steps to follow? Would really appreciate some insights on this.

Question is not very clear. you mean to say "an employee who is already advised to leave by the company provided with notice period time frame can submit resignation during that notice period time frame"
In this case if any letter is issued to the employee towards his exit( for non performance or any other disciplinary issue) then need of resignation from employee is not applicable. However voluntary resignation can be accepted and kept as a proof to make his reason for exit more stronger.
