Very confusing question.
Govt has one of the best HR wing even before pvt organisations started.
They have written down policies, training manuals for everything, good training facilities,, selection procedures which is based on aptitude and good retention policies
Their performance appraisal system is good
Whether all these are properly used or not is debatable. But the fact of the matter is that Govt and Defence have one of the best HR Depts that one can emulate...in terms of policies and guidelines
