You need to give considerably more information for getting suggestions.
How many staff, nature of industry etc
What are the designations and pay scales existing?
Is the suggestions /idea backed by highest levels or is it an idea mooted by HR and if so reasons for such suggestion.
Please understand that:
There is not an optimum, or ideal, number of bands to fit all organizations. In developing the vertical structure, the most relevant consideration is the number of management layers required. The height of the structure, after all, represents an organization's hierarchy.
Reasons for such bands and levels need to be analysed and then decided upon based on many factors, some of which I just mentioned.

In normal managerial parlance there are three levels or bands of managerial personnel, the first line or Junior level comprising the entry and next 1-2 levels, the middle level which is generally the managers upto General Managers and the top Management level which comprises the General Managers and above. The existing management cadre could be categorised into one or the other level but care is to be taken that there is minimum reporting within the particular managerial level, if it cannot be avoided altogether.

I appreciate the idea of creating job bands/ levels in the organization.
Steps-
Every job required to be analyzed and evaluated.
Job's value addition to business to be decided.
A scoring system could be adopted to rate every job.
Based on ratings jobs to be classified.
Same class of jobs could be fitted into one job band.
This is the most scientific and systematic process.
