Pls clarify me on these doubts: Whether Work at Height Permit is required or not for the jobs done on overhead above 2 mts height where working platform with railing and Stairs /Monkey ladder is provided. What kind of electrical jobs need not be covered by Electrical Work Permit?

There is no need of Work at Height Permit if the work is beeing carried upon a platform with top rail, mid rail and toe-guard and also safe access to reach the said platform... In case of stairs the permit is not required... But when comes to monkey ladder with cage type railing the hazards existing, needs even fall protection when climbs... So premit required...
All the jobs on live electrical system needs a permit... If it's on dead lines/electrical equipments permit not need...

This is for up to what height? One need not wear fall protection while work at any height with above conditions?....Pls. clarify.

Working at heights - Definition
Elevated working positions (above 1.8 m or 6 feet) where the hazard of a fall exists and where there is no physical protection such as a platform with guardrails. The typical examples of working at height are: Working from all types of ladders, scaffolds, mechanical lifts, inside confined spaces, sloped roofs, areas where there are no overhead tie-off points.
Safe work platforms - Definition
These platforms are designed in such a way that it provides maximum access space for unclogging and maintenance in safe conditions. Minimum 2100mm headroom clearance should be required above platforms including passages, walkways and all points in stairways. The minimum access width shall be 900mm. Exceptions (restricted width for access dedicated to maintenance purposes) must be approved in writing. All platforms shall be provided with handrails and toe guards. There should not be any floor openings in the platforms, which may have potential of injury to the workers.
Now if there is a safe work platform above any heaight with Safe Access to reach there, no need of fall protection... So height is not an issue... Normally above 1.8 m, fall protection requires, but changes as per situation...

Nice explanation about "work at height" I agreed with your points but in my point of view my suggestion they should wear harness while they work at height with in any scaffolds/platforms (if its meets all requirements also) they should not tie the harness with scaffolds/platforms should tie the harness on nearest anchorage point it should meets the fall protection requirement u knew as your experience as u seen whoever work at height sometimes/lot of times they stand on the rails may its slipped that’s it no more . . . Myself always I suggest our guys use harness whether your specially working on scaffolding . . .

I am agree with you point... When comes to temporary elevated working platforms like scaffolding safety harness is must... But sometimes it's always not possible to provide a safe anchorage point when working at height... Say few examples:
1. A person working over a telescopic tower ladder = What is the safe anchorage point? Is there any meaning in wearing a safety harness on the top platform and achoring the lanyard on the gurad rail of the ladder platform... Here in my opinion harness should wear for attaching the same with rope grab during vertical climbing... On the top platform it will not help...
2. In case of a scaffold for slab casting... We provide life line around the edges of the slab... What should be the safe anchorage point, life line?... What we normally providing as life line? 25mm PP rope or nylon rope or 10 or 8 mm wire rope... How many person can tie their harness in it... Where we tie the life line? intergrity of the anchorage point of life line... When comes to the calculation, 2300 KG per person force generating, how many such life line required if more than 5 persons suppose to anchor their lanyard into the life line... According to me a lot problem... May be theoratically ok, but practically seems difficult...
So what my conclusion is an engineered platform with gurd rails on is best... Go only as a last defense for this safety harness... Awaiting your comments...

As per my understanding their has been a lot study done by the experts in the field of injury prevention come with their conclusion that falls from more than 1.8 m causing serious injuries compare to the falls from the levels below it... Hence considering the works above 1.8m as work at height...
But htis does'nt mean that precaution not required in the working below this height... it's required... Even in home, we slips in bathrooms and causing serious injuries... So be cautious everywhere and in whatever we doing...
If anyone having specific reply to what Mr. Abhay asked, please share the same...

I am agreeing with you. . . I want to share this information with you/us in my last vacation I met my (EHS) friends in tamilnadu most of MNC Company’s BANNED telescopic ladder due to safety problems it’s not safe for use. . .
Most of place we can’t use fall arresting system (slab casting/at the time of steel erection etc…) in that case we will concentrate especially on scaffolding IF IT’S possible we should use HARNEES it’s my suggestion to our members. . .
if anyone work on scaffold with all rails present on scaffold also if there is possible to tie harness always I am suggest to use harness to our employees. . .
WE DONT HAVE TIME TO DO RIGHT THINGS ALWAYS REMEMBER WE HAVE ENOUGH TIME TO DO INVESTIGATION. . .
