A Welfare Officer Status and grade should be a Sr. Level/and other Department head,s as per factory act.Because Welfare officer is a bridge between factory management and Labour WELFARE OFFICER also Develop policies, guidelines, systems and procedures on Welfare Facilities in coordination with the Top management. and also analyse and implement needs of the Welfare activities.

Generally welfare officer is always officer grade means starts from executive to senior management depends on experience.Some companies have SOP for grade of each department,welfare officer join as Executive and after some times promoted as Sr. executive,Assistant manager,manager,GM etc.But graduate and post graduate post always graded as executive.

You must be knowing that Welfare Officer is appointed in accordance with the provisions of Factories Act, 1948(sec.49). State Govt. may have framed Rules regarding their duties, qualification & condition of service of these officers.Here in Haryana we have Punjab Welfare Officer Recruitment & Condition of Service Rules, 1952 in force. We have hope you must be having your state Rules on the subject. Go through them for the grade & scale for these officers. You can also approach the area Inspector of Factories for the same.

Schedule 49 of The Factories Act 1948, Provides that in every factory wherein 500 or more workers are ordinarily employed, the employer shall appoint a person who can act as a advisor, counsellor, Mediator and liasoning between management & Labour, for improving the efficiency, productivity and profitability of the organisation. He is called Labour Welfare Officer. (Qualification, post graduate in Social Science & recognised by state Govt.). no grade has defined but since welfare office is doing mediator between management and workers, The grade must be executive level.

The grade of welfare officer should not be less than any other departmental head and his reporting should be directly to plant head as per the rules of welfare officer in Maharashtra.
