Is its Mandatory that company has to hire a HR with MBA. Because I have more than 3+ years experience with No MBA. Neither my previous companies haven't asked about it. I am skilled and know all the things in HR Management and Compliance as well (Learned working).

Being a person working in to HR fraternity, recognizing & rewarding professionalism why don't you focus on qualifying MBA instead of searching for the organizations who opt for non-MBAs.
For time being its ok but over a period of time you have to face career growth related issues where your juniors may acquire higher positions / higher compensations etc., now the trend is to recruit / deploy MBAs from reputed institutions hence suggest to go for MBA

Given your hands-on experience of 3+ years, your career prospects and growth will be faster if you acquire professional qualification in HR which you should try instead of wasting time in finding out companies employing non- MBAs in HR.

In an establishment MBA(HR) qualified employee is both mandatory & non-mandatory requirement. It depends upon the size & function of the establishment.
This is desirable because a general candidate with experience is not aware and exposed to entire functional gamut. We prefere MBA(HR ) with law.
In my suggestion if you can add up a MBA degree would make you a front runner. The present market trend and availbility of qualified MBA plentily is shrinking the requirement. Now a days one trend is on, that students are pursuing MBA after having there BE & B Tech degree.
This is completely a technical field and a statutory function.

Unlike Factories Act, which specifies post-graduate qualifications from approved Institute for appointment of Welfare Officer if the factory has 500+workers, I am not aware of any statute requiring MBA in HR for appointment of HR manager.

In this era of modern business which lays emphasis on a value adding skills, an MBA qualification is not mandatory.It is good that you acquired the necessary skills. Probably this will take some distance in your career but not to very senior positions. These skills may of routine nature like completing joining formalities or handling attendance and punctuality or filling some legal forms etc.
However managing higher responsibilities like performance management, talent management, employee engagement, designing salary bands, compensation benefits, motivation levels and the interplay of all these factors in managing talent and retention, attrition ,employee relations and increasing productivity and then aligning all these to business, requires both understanding of concepts and their application to practical situations. The MBA qualification provides this base for conceptual understanding. This apart, the industry tends to attach more authority to what is spoken by one with MBA in as much as a patient prefers a specialist to a general physician in case of complicated illness.
I therefore suggest you to acquire an MBA in due course as there is executive programmes available to suit working professionals.
