Dear Jia,
From most of the universities, lakhs of students graduate every year. Now suppose, many of them get employment however, university receives verification letters for just 10,000 students. Will it be possible for a university to give 10,000 replies? To give the replies, each university has to employ couple of clerks. Which university will do that?
While you may send the letter however, what if university does not reply? Will you remove recently joined employee for the non-communication from the university? Will it not be injustice toward an employee?
In view of this, for the verification of the university certificate, you need to employ different method. Check the university website whether they have facility for the verification of the certificates.
Other members who are into recruitment, may give their valuable suggestions.

I fully agree with Mr Dinesh.Why University will reply will to such letter.s. It appears that either the Company is new or the manager who has aksed for writing such letter is new.

If it is to write to the respective Universities thanking them for providing such bright candidate/s...it would be good HR strategy, especially when the Universities are private!

The Degree Certificate is the final answer in this context. There is no need to be wiser than the public records.

This is a good initiative .Why discourage this .May be universities may charge a fee in future for responding to such enquiries

All universities have a separate division to confirm and verify that the certificates presented are actually issued by the university and that they are genuine.
so yes, they will reply.
Few universities are laggards, but most will reply.
Just write the letter in a normal business manner explaining that you wish to verify and confirm the transcript of the following students who passed from your university, etc
