Dear Nitin,
Have you registered your establishment with Apprentice Advisor, if no please register it.
After registration the Advisor will allocate/grant the number of Apprentices ( Gradewise ) to be recruited in your establishment / Factory.
Generally there is minimum to be trained but if you avoid to do so then Advisor may take against you.
