I am attaching two files one sample template and other a company employee handbook.
I would suggest go through these and get grasp concept and then writes index or main points of employees hand book for your company and then describe each point/heading with steps. Refer to law and regulations for policies in relevant heading. You may need input from Resource manager/ Human resourcemanager/Technical managers/ as say Travel manager for employees trip to customer site.
Once draft is ready give to GM and get approval and then from executive management and make available for employees.
