Hi Charles,
What documents you are talking about ? Is't very crucial ?
Send an eMail or WhatsApp message or a memo in writing under his/her acknowledgment once again, as a last attempt and indicate that failing which he/she will not be permitted to enter the premises till he/she submit the same. Alternatively 'bench' him/her with a warning after giving him/her a memo explaining the requirement and consequences for failure to do so.

Hi Charles,
You need to know, whether the message or letter asking for submission of documents has been served. You can call for an explanation to inform. Why she did not submit the documents ?
The management is at place to take action over the matter of insubordination,provided the documents are very crucial.
You should send the memo by the registerd post and eMail as well in WhatsApp, asking her to reply in next 48 hours from the day of issue or else have to face action deem fit for the purpose.
