Dear Sir,
In my organisation employee frequently go out side in office timing.
We have security service but security supervisors are not allowed ask the reason as my management denied for the same.
Last week one the employees went out & come after 4 hours & the same thing observed by me. He is working in purchase Dept. When I observed I asked where were you he said I have gone for official work,Actually he is not supposed to report so i was not able to ask him in detailed,
I felt that he was lying .
To avoid such situation can we follow some system.

Start Gate Pass system in your company. gate pass will help you to come out of this situation to some extent but not fully. because I have seen gatepass can also be managed. but you will get relief to some extent as I said.

Can we control by maintaining any register so I can maintain in & out time.

You can do it by Gate machine which is recording the in & out time automatically by thumb tracing & without the same no body can open the door. by this machine unnecessary persons can not enter in office.

Discipline starts from the TOP. You make understood the management about this.Going outside during official hours without any approval is indiscipline on the part of the concerned employees.It is a serious concern which furher worsen the situation for other employees also.

You can control the situation :

1 First of all you identify the persons who frequently go outside and talk to their HOD's. for this activity and make convince them about the indiscipline.HR persons may ask the employees concerned about their wareabouts, since it is our duty to maintain the discipline in the organisation.

2 Implement OSD (Out station Duty Forms) : Any employee going outside shall get the same approved from their respective HOD's.Without this you don't accept their reimbursement claims.

3 Also maintain Out Station Duty Register to make the enteries.

Note : Security personeel is supposed to ask the persons about the same....Plese convice the management to implement the disciplinary procedures.

By continuos poking /counslling/and convincing the HODs to create and maintain discipline will surely bear the fruits.

This is addition to what other members have said. You have got sufficient number of replies therefore, please act on it.

By the way in what type of company you work? What is the nature of your industry?

Your suspicion could be out of your ignorance also. Alike HR, Purchase's job is not chair centric. Procurement professionals are required to visit vendors. They are the ones who develop the collaborative relationship with the vendors. How anyone can collaborate without even meeting? "Vendor Development" is important procurement activity.

Secondly, being a procurement faculty, I always tell the procurement professionals to develop relationships with the purchase professionals of other companies as well. In order to reduce the procurement spend, bringing economies of scale is essential. This is possible provided we give collective orders!

Thirdly, procurement professionals have to do lot of market research. When we buy the household items, don't we spend time in buying? This is applicable for buying for the company also. Any buying activity is time consuming be it for personal or work related.

Yes, possibly he might have done some personal work as well. However, before making firm opinions, I recommend you to verify and tar everybody with same brush. It may demotivate the sincere employees.

As a HR, I recommend you concentrating on the deliverables. As long as an employee is meeting the deliverables, then everything is fine. Where one goes or where he/she comes does not matter.

If you are Heading HR it is not a constraint, But If a person is above you, then make sure he agrees your point. First we need to get agreeable support. Once we get that we can proceed as per Mr. Bharadwaj.

As our professional friends mentioned above, please remember your level in your organisation. Can you take a decision on your own and also implement it ? If you are reporting to a senior Management person, will he go by your suggestion. Please remember that if you are about to implement something, there will be lot of protests, objections etc etc. Place the facts with data in a proper way with proper documents to the Management. Give them options available for controlling / implementing discipline in the staff members. You should also be able to convince Management about loss of man hours due to absence of people from their work spot etc. Once your proposals are accepted, next you should request Management to inform all senior Department Heads about the new proposal and they in turn should inform the employees under them.

Once this is done, you can circulate the new policy / procedure amongst staff members for sincere implementation. While implementing, you will come across some hurdlges / challenges. Be flexible and if you really find some glitches / problems, amend the procedure to make it robust.

My suggestion is that if they got out 4 to 5 hrs in a day he/her has to take prior permissiion from their HOD is enough and other thing is that more than a day or a week they have to give intimation to the HR Dept. as usual their HOD & others.
as above arun said start gate pass, as per my experience it is not required for 4 to 5 hrs in a day, because if they get permission form their HOD what we can say for that so that for this out of station duty it is not at all required.

I am not able to understand the intention of the member in raising this issue.
The issue what I understood is
(1) In the organisation one employee is going out during office hours
(2) There is security but the security supervisors are not empowered to ask questions to this employee as
management has denied that right to security supervisors
(3) The member who raised this issue has no authority to ask why the employee had gone out and for what
was the purpose of going out and that employee need not report the reason this member.
(4) The member is feeling that the said employee is lying. ( only feeling ! not sure !!)
(5) The member wanted a solution for this situation but does not have the authority to do so.
Now, let us decide what to do with the management and controlling officer of that employee who is going out.
