Can Employer mark employee not eligible to rehire when the employee resign and relieved after serving notice period during an ongoing internal investigation?

It will be purely at the discretion of the Employer based on the conduct and performance of the left employee during the work period.
By the by while some internal investigation was under process how come the Employer relieved you ?

The resignation was submitted on March 16th which accepted by Team Lead and haven't gotten any mail from HR that they are holding off resignation due to internal investigation.
The relieving date is on 16th April
