what wages should be given to contract labour, is there any specification given in contract labour act 1971 or any other act.

If you are covered under the Contract Labour (R&A) Act, 1970 then you are required to follow the terms & condition of licence for disbursement of wages to the contract employees otherwise you are to pay minimum rates of wages as declared by the State Govt. where you are working. If the appropriate govt. is central Govt. then you are to give minimum rates of wages as per central government notification.
