If you want to get the previous accumulations cashed, you can get your PF forms (Form 19 and 10C) attested by a Gazetted Officer or Bank Manager (manager of the Bank to which the amount is to be transferred) and send it to the PF office. But in some PF Offices, they refuse to accept this kinds of forms stating that signature of previous employer is required. I don't find any logic in it.
Alternatively, you can transfer the amount in the old account to the new PF a/c with the present employer using the transfer form(Form 13). However, the revised form 13 contains a provision for previous employer's signature. In any case, if you send it for withdrawal or transfer the previous employer can not reject it for want of notice pay or compensation which is outside the purview of PF.

Dear Manoj,
As you have mentioned that now you are working with an another organization and you are an epf member also.
So, it is better and recommended to get the Old PF & Pension Fund Transferred to the new epf a/c. The previous employer can't interrupt it.
For this, you will have to simply fill Form - 13, get it attested by you present employer and submit it to the concern epf office, where you present epf a/c is maintained.
Hope this will help.

Under the new form 13, either present or previous employer can attest the form and submit it. If the form is submitted through the previous employer, the transfer is likely to be made faster. However, if the previous employer is not going to submit in time, you can send it through the present employer also. If the present employer is submitting it, it should be submitted to the office where his accounts are maintained. I have attached form 13 for your reference. It is self explanatory. Please go through it.

Dear Manoj,
As Madhur Sir has already explained, but apart from it, I would also like to clear your points:
1. If you fill Form- 13, it is not necessary that your previous employer should know about it.
2. Pertaining to a PF Member, PF Fund A/c Number and Pension A/c Number are always same.
3. There is no problem, if your old a/c is in Delhi and the new one is Noida.
4. Yes, you will have to submit it at Noida.
So, in view of all above, I would like to suggest you to fill Form-13 and get it attested by you present employer.
After it, simply submit it at Noida EPF Office. It can be submitted By Hand or through Registered / Speed Post Only.
Hope this will help you. Cheers.

EPFO is not accepting hard copy of the Form 13, EPFO has introduced online transfer facility. Member need to register on members portal, check eligibility of online transfer, if both employers previsous or present has verified digital signatures. than you can submit transfer form online, attestation will be either through present employer or previous employer.

Yes, presently the transfer is online and is claimed to be a process to simplify the matter, but unfortunately, the things are getting more complicated with online system. Madhu.T.K

I tried submitting the request online however got below error.
SINCE PREVIOUS ESTABLISHMENT ID DSNHP0021754000 HAVE NOT REGISTERED THE DIGITAL SIGNATURES OF THEIR AUTHORISED SIGNATORIES, YOU CANNOT SUBMIT THE TRANSFER CLAIM ONLINE. IT IS ADVISED TO SUBMIT PHYSICAL CLAIM THROUGH PREVIOUS OR PRESENT EMPLOYER.
Please suggest "Can i fill the Hard copy and submit it now ?

Dear Manoj,
Since it is not mandatory to fill the form online only, you can submit the hard copy also, and it can be attested by the present employer.
As Mr. Essykkr has mentioned, there is no such circular from EPFO that they will not accept Form-13 in Hard Copy.
So, go ahead with hard copy, it will solve your problem.
