May we implement in our company policy ?
"Any leave availed as prefix of 2nd or 4th Saturday, that Saturday will be considered as leave day. Following 2nd or 4th Saturday if any leave is availed on Monday it will be counted at 3 days leave."
Clarification: Leave taken on Friday will be counted as 2 days leave. Leave taken on Monday will be counted at 3 days leave

You cannot implement a leave rule like that mentioned. Generally suffix and prefix are not counted as leaves. Rule in this regard in Factories Act also will not support you. Even holidays or sundays intervening two CLs are also to be ignored. Certainly, intervening holidays in a strech of EL or LOP shall be taken as leave.
