Dear HR friends,
We are an educational institution located in Chh. Sambhajinagar, Maharashtra. We have a crew of 12 garden laborer's. They are also availing the CL/EL/SL etc. and also the PF facilities. To avoid any legal implications in the future, the management has decided to outsource them through a contractor.
Now, I require clarification on the following points.

1. Is it required for the contractor to hold a PF/ESI/contract labor license, etc.?
2. Can anyone supply the garden laborer's on their payroll without the aforementioned statutory license?

Please provide guidance on this. Thank you.
