Hi,
As per my knowledge government has not issued any notification for effective date of changes.
Please do not give any tax benefits to your employees before any circulars.
There is only one change for salary structure head i.e. Transportation Allowance 1600Rs from 800Rs per month but no circulars available for effective date.

Rightly said by learned member Ashish. The budget is not yet passed by Parliament. Wait until the budget gets passed and then changes in salary structure can be thought off.
