There should a website where names of companies which do not pay gratuity to its employees, avoids doing F& F etc. in time. Any way with regard to question -no such web site.

Further, you can black list a person from your angle of thought and feeling and ban his entry to any of your subsidiaries or sister concern establishments. But you can not bind others to follow your dictation and this will create lot of legal issues. The act of balck listing is the work of judiciary still they can not. This only can be possible if there is provision is exist for prononouncement or otherwise no.

Please introspect and try to find out within yourself as to why this happening in your company. Although more or less this situation is faced by almost all the companies with variations in degrees.
If you check you will find that there some departments with high degree of absconding attrition which may require correction
You should also analyse the backgrounds of absconding employees and stop recruiting such profiles.
