By definition an NMR worker is a daily wager whose work begins at the start of the day and ends at the end of the day implying that his engagement with the establishment/employer is on day-to-day basis only. And the nature of such work would be incidental and not lasting long on a regular basis. Therefore, I am of the opinion that all the conditions of the spectrum of employment could not be looked into such NMR engagement other than those expressly prohibited/ regulated by law such as child labor. Hence the question of superannuation is out of place in respect of NMR workers so long as they are willing and physically fit to do the work. That apart, I have no idea about the guidelines/orders if any in this regard by any Governments.
So far as I am able to understand, only negative guidelines are there in the form of administrative departmental instructions restricting the continuous stretch of NMR employee engagement. Mostly such works are outsourced now a days.
