Sleeping in lunch break is not a misconduct.
But, the place in which you're sleeping/napping will determine the misconduct.
As stated from many posts in this thread, if the company provides a rest room than it is proper to utilise this for sleeping/napping.
But to sleep/nap at the workstation is definitely not a healthy measure coz it will deteriorate the employee's interest in coming to work everyday.

Hi,
It is not only a misconduct to sleep in working area but it also a unacceptable behaviour according to organizational rules and ethical prespective. If he or she feels and kinda stress about his or her work resulting to sleep in the working are he/she should have to consult with his manager...rather than creating a boring environment in the working area.

Working area & working timings are two different aspects. If the workers sleeps at their desk in the break period, this is not a misconduct, if the area / process are not hazardous.
Now this again comes to the organization, that you are not providing a rest room for workers. It digs a lot in the Act.
So, in short let them sleep in the break time. Be cool.

A rest period allowed by an employer to an employee is their time during which they can take their break or have their lunch, depending on their preference. It is not considered misconduct in any way, I believe.
