I am also doing the same course and this was also confusion of mine. I got the following reply,
Dear Student,
Thank you for showing interest in SCDL Programs.
The academic Year 2009 admission details are updated on the web site , Kindly visit www.scdl.net.
Please note that SCDL offer only Post Graduate Diploma programs & not MBA Degree.
Walk-in Admissions at SCDL Office Pune only from Monday to Saturday 10.30 am to 4.00pm till 18th July-2009. (Except 1st May-09).
Admission form is available in prospectus with the Details of required Documents to be attached to the Admission form.
Prospectus are available at Axis Bank (List is available on the SCDL Web site through the link New Admission),Bangalore Office & Nashik Office. Student also can send (via courier) us the duly filled Prospectus request form which is available on the SCDL web site along with the DD of Rs.1100/- to purchases the Prospectus. In which student will get the Admission form & accordingly student need to post us the Admission form with required gazette attested documents along with the separate DD of Rs.1000/- registration fees (For Civil Students) OR US $ 100 (For NRI Students) each program before 18th July-2009
2 Year Post Graduate Diploma Programs:
Registration Fees (Non-refundable): The registration fees must be paid along with the application form, failing which the form will not be processed. Registration fee implies application processing fees.
ØFor Indian Residents (Civilian/Defence Personnel/Para Military/Police/Symbiosis employee): Rs.1000/-
ØNRI/International Students: US $ 100
PGDBA Student only can apply for the Dual Specialization (Additional Specialization) before the due date as per the mentioned in the Prospectus.
Additional (dual) Specialization Fees:
For Indian Residents - Rs. 6,000
For NRI/International students- US $ 550
Note: Exam fees is not included in the program fees, it has to be paid with the Exam enrollment form
(Rs.150/- per subject for Civil & US $ 10 for NRI)

But in India most of the educational organizations are providing PGDBA, which is indirectly equivalent to MBA also in any gov. job adver. you can see PGDBA/MBA as an eligibility criteria.
