Ms george, If u give away your house for Rent and strictly say them that you need to keep the walls clean, you need to keep garden clean, you need keep the bathroom clean, you need to switch off the verandah light while going back to sleep...otherwise a fine will be charged...
From the very next day...they will listen to all the things asked by you as cleanliness is next to godliness and they wont run away or be scared coz they have been asked to be clean...the person will be foolish if he runs away..
Whatever i had in my mind...I discussed with you...there are many worst situation than yours...you are lucky to be in a well mannered and disciplined company :)

For heaven sake...no wonder you have a high attrition rate... these kind of workplaces sound like prison, not a 21st century workplace.
I would never submit my mobile to anyone...if this represents the standard workplace in India, then i wouldn't last a day!

Sorry to say but I could not read this thread any more.
I wonder whether it is company or fine collection community. Collecting 500 for such a mistakes will make employees more hatred towards rather than loving their job. Having rules is not a bad thing but making the employees bend on their knees and making them to oblige is way beyond.

This is totally unethical...this will surely lead to employees leaving the organization,who would continue working when the management keep these kind of rules...
As said by one of our member...office boys and security guards can check and switch off the lights...i am sure these instructions can be passed to employees in a more beneficial way than deducting amount...i am sure not even a single person is happy about this office..

Tell me one thing are these rules applied for the management staff too,i am sure this doesnt.
Though the management has all rights on the employee on his behavior et all in office..but this is not the way..i totally disagree..I feel an office should be a friendly home or a rules place.

Let's not see whether it is ethical or unethical. What your management says is that be a disciplined person, that is all.
You said you had joined a couple of years back. No management or person or even a teacher at school goes for such a harsh punishment at the first instance. May be, your management would have sent a circular, sent communication earlier to your staff to be self-discplined. In spite of their efforts, employees would have been careless in adhering to the system. Then this kind of punishment would have come into force.
As our former President Dr. A.P.J. Abdul Kalam said, in Singapore and other countries if you throw a chocolate paper, within no time there would be a policeman in front of you to collect fine. The same peron when he is in India would spit in elevators, throw rubbishes on the road even urinate in the street corner; because there is no strict rules here and people behave as per their convenience.
In foreign countries people just follow the rules and systems without being pressurized. How many persons wear helmet (though it is for their own safety); when there is a fine imposed, people start wearing helment not just because it is for their own benefit, but with an apprehension of losing money.
Assume if some foreign visitors come for a business dealing with your company and goes around your office, if the papers are scattered and things are not alright, what would he feel? therefore there is nothing wrong in being disciplined and cleaned.
Secondly, In my offices there are many people use cell phone during office hours wasting their time in talking to their friends, families, etc. Some employees go to someone else's workstations and chat with them wasting his time and others' time too. If these things continue, where is the productivity? But I used to call them and warn them personally and even if they don't change, I ensure that is addressed during the time of increment / annual review. (Again it is something of losing monetary benefit).
When we visit a vegetable shop to buy 'ladies finger', don't we break the tips and ensure that we buy only tender ones. For paying some 10 or 15 rupees we expect to have quality; What is wrong in expecting quality in people when the management pays you some 10-15 thousand rupees?
But if you see the repurcussions of this system, as our friends said earlier, there would be some attritions. Otherwise also there would be. If you are not convinced or not able to convince your fellow employees, you can always have a choice of looking for a job of your taste. Even if you go to some other organization, there would be different issue you might think that is worse than the previous organization. Howe long you can keep hopping jobs? just think

So, the clause of imposition of monetary fine would be ethical, if the employee has already accepted the agreement/terms & conditions of the employer. If no such clause of imposition of fine do exist or not circulated by the management, the employees can appropriately take up the issue with the management.
So, please better check the terms & conditions of your employment first, as you may have accepted on employment or even later during employment.

The problem stated by u is typical problem in indian companies...and take it as challenge before running off. What u do, I suggest to take some creative measures also which can boost the morale of the people in d organization and talk about those measures with the owner with a positive belief. Tell them that "since attrition rate is high, it is my moral responsibility to arrest it", this way trust and faith may be restored in your capabilities and you can slowly bring the organization on the right foot.
You can suggest some awards like the best employee for best performance, best upkeep of the norms and protocol, regularity and punctuality etc..
you can also organize soft skill skill dev progg/motivational progg/leadership skill progg. for the employees.
you can convince the mgmt that u r planning these things keeping in mind that people adhere to the norms/protocol and rules of the organization. This way mgmt will appreciate that you want to help them restore normal health of the organization and prosper with people with positive energy.

thank u for sharing us ur problem. From the modern HR practice, it is totaly wrong/mal treatment of employees. In our country,no one professional person will stay for a month with an organization having such policy. Is there any labour union/collective agreement in ur company? Such isues will be easly solved through union. Othere wise for u it will be difficult to convince the owner(s). Finally, you've to find other job or resign ur self.

after reading your message, I feel your management want to impose descipline in the company. This could be achieved in other way also.
like, rewarding the persosn for keeping the work place clean, switching off the lights, keeping tab;le clean, etc. The reward need not be monetory, it cld be giving bocquet, displaying the persosn's name in notice board, etc.
this way the employees would be motivated to keep their work place clean.
