My simple suggestion is that make job description and kra for you and all other employees of the organisation including your boss. Give information to directiors and CEO regarding this.
Problem you are facing from Boss is not only your problem it is the problem of organisation also.
Prepare HR policy and work on this accordingly.
It will take time and you have to work hard.
Take help from other department to make an end of monopoly of any particular person.

Who ever tells you that you have to change your way of looking at things, is wrong. You are perfectly correct in wanting to learn the job and as an employee doing the right thing when you ask your boss. If in 3 years he does not have the common decency to behave like a boss, then seriously he is the one that has an attitude problem...he needs to take a crash course on management skills!!

Sorry that i misunderstood that your exp with this company is 3 years...
since you just joined this company so give it some time. it is very difficult to trust someone new with the professional things. And HR has all the critical knowledge of company, so it will take time till he trusts you and your work experience and capabilities.
As per the girl u mentioned may be she is not trustworthy or not fit to be given big responsibilities.
so do not compare yourself with her. Try to show your potential to your senior and gain his trust. Once he knows that you are capable and not a threat to his position in the company, he will assign you better work.

I can understand how it feels like when u r mature enough 2 understand n do things properly n didn't get d chance 2 do that.But in ur case as u said that ur new boss has created his monopoly, i understand that what people are saying might b rite but dont make ur mind as other people say.
Secondly as u alrdy got 3 yrs of exp as Recruiter den u shuld nt get worried abt the positions from learning pt but just 2 get the proper and complete information of any work which he assigns u, keep things in black n white. Ask him 2 mail u n if u cant dn do mail him abt d wrk whtevr u r doing , whatevr pblm u r facing while doing d assigned wrk just mail him n if possible keep some senior person in loop(totally depend upon ur company scenario) as in my organisation we can keep our seniors in loop if something critical is there in between.
And regarding ur point dt he doesn't let other people approach u, then give people some time. Try 2 b more interactive with employees while lunch or tea breaks, discuss some of the official issue their opinions n all and meanwhile u also put ur input in d same, gradually dy vl come 2 no u as a HR person n if they found comfortable 2 discuss wd u dn this pblm of urs vl b solved. As ur boss is wrkng here since long, the other employees feels him d right person 2 discuss d things, but as d time vl pass people demselves vl cum 2 u n vl discuss their queries with u.
And plz dont be completely focussed on ur Boss behaviour n attitude. whenevr u get time, try 2 explore some new things related 2 HR. Like go thru d personal files of employee by which u can find out the quality of employees in the org. Go thru d returns, look for SOPs, if their is policies in d org dn read them otherwise make new one. I hope ur department vl b doing some daily or weekly meeting , in that u can discuss these things.
Otherwise try 2 arrange some meeting once in a month with ur boss n his seniors n explain the new things n suggestions in front of them.
Things can b better if u vl try 2 put some of ur efforts 2 improve. whatevr u do, do it 4 ur learning but keeping in mind d benefit of org. n employees as well.
In a span of 1 month dont conclude ur views about anyone.
Changing job is a option but i wuld nt suggest that, as problems r evrywhr in one or other form, b strong enugh 2 face dese kind of people n try 2 make ur place in d eyes of others.
And yes regarding ur appontmnt letter u ask him 2 gv it 2 u,othrwise make a letter of ur own n take print out n gv him 2 sign. othrws tlk 2 his senior regarding d same. I hope dr vl b someone who vl listen 2 u in this matter. Solutions r alwys dr 4 evry pblm, v just need 2 change d approach.

mine was also a v small enviornmental firm in Delhi.... both d MD's were same.... highly authoritative.... sejal keep on asking fr ur docs... bcoz my collgs 2 faced such prb.... they were fired wd any notice period n wdot docs... ask ur boss fr appintment letter atleast.. its long 3 yrs nw swety... say fr any reason u need it...

Forget about all the tall talks about patience, just one word -QUIT ASAP.Imagine if you leave the company after 6 months or at most, one year ,your stability will be questioned because you will definitely be asked the reason for quitting so early compared to the 3 yrs exp in your previous firm. And remember you cant tell him that your boss was bad as HR is all about people management-good or bad. Start an intensive job hunt and since u r just a month old here, no need to mention the experience of this co. If asked about the time gap, tell him that you hd taken a breather after working for constant 3 yrs to recharge and re-invogarate yourself

this is right that u r facing worst senario....i think many companies dont have exact HR profile...but nothing to worry...if u r working with the same company from three years...still u r not getting job satiesfaction....their are many opportunities for u...wish u all the best and search good job that will help to find out exact duties..
