It is state specific. Section 4A says that with effect from the date on which the appropriate government will notify as applicable, the employers should ensure that the gratuity fund is invested in LIC or any other insurers prescribed. Therefore, there are a few states who have notified section 4A to be mandatory and many other states are yet to do it.
