eps should be 8.33% of basic wages, and it can be zero only in case of 58+ age employees
if EPS is zero then EPF is also to be zero, and in this case you may have to strike off the line from ECR and make him/ her exit from portal, because as per your statement he is relieved, i.e no more in employment.
if all the values are are zero then the employer has to put the NCP days as full days of the respective month in case of LEAVE

I think it was technical error this month on PF portal, now it has been corrected.
