In Form ESIC-105, can a husband be declared as a dependent? Can parents-in-law also be shown as dependents?

I have a query. Since when can parents be eligible to receive medical (General Treatment) benefits? Is it from day 1 of joining, or is there a specific period like months of employment, 6 months, or 2 years? Please help me understand as one of my staff's parents was recently denied IP treatment by a dispensary.
