Could someone please inform me about the following:

We have 19 employees here in a software company established in March. Eleven of our employees have a gross salary of more than 15,000k, while the remaining nine earn below this threshold.

I have four questions:

1. Is it mandatory for a software development company to register with ESIC?
2. If yes, what are the procedures for an established company to register in ESI?
3. Are there any penalties for not registering yet, and if so, how much?
4. How long does the registration process take, and can it be done online? (Please provide details on the formalities)

Please respond promptly so that I can take the necessary steps for the welfare of our employees.
