When we go for a salary survey,select at least 12 companies for a comparitive study.
While selecting companies take into consideration their
Market captitlization.
Revenue Generated.
Geography
Complexity of Job

check that there is no mixing up of jobs with a domestic, regional and international scope.
Then we can use webportals for the study.Select CVs from 10 to 12 companies which you have found out similar to our company.Call them and aske about their current CTC,increments recevied for last 2 years,bonous,pay for performance etc.(these all are my own methods)
Group each persons job into categeory like Sales,Admin,IT,HR etc and also with years of experience.
Range of Salary can be found out( min-mid-max) then present it before your management
