You are a Professional hired by the company to manage and control the human resources and hence there is no point in asking whether you have to check the convenience of the team under you, just have to manipulate according to the need such that they do not feel disturbed in your interference and in same time they should feel their need in keeping in touch with you let it be capsule but definitely should no matter what..
Be human but do not surrender company's inputs for that..
That is if I'm your boss seeing this thread I will definitely have to reconsider you- just to let you know how serious it is from the part of the company....

I agree with the view point given by LM,.An organisation must have the policies such that their work must go on even if the key members are on leave.Also an efficient manager must ensure that he/she can run the show even some of his team mates are away.We work to earn liesure,and when in liesure if work disturbs it will create negative impact on individual's performance.It is equally important to keep every one upadted with latest developments once they return for work after leave.One more Observation was found to be that if the people on leave are included time and again for meetings during their leave period it gives them a illusion that organisation can not funtion in their absence. So Concluding that - Show must go on.

To some extent I feel that you should be more focussed because as a Head of the department and leading a team of 15 members you should be proactive. I feel that before relieving two employees for leave for a period of 3 weeks you must forecost the urgencies and should have taken all the inputs related to those two guys which might have supported you in completing the task of the meeting.
Secondly you might have entrusted the additional responsibility of those two guys to other team members who might have collected the data. In emergencies you can have a video conferencing / con call also but to maximum extent I am against disturbing employees in thier leave time.
A leader should forecast the situations and act proactively.
