It has informed by you that a mail received from one of ex-employee where in the fellow requested to issue No Objection Certificate.
The person could have been charged for the use of company's letterhead but he has not done anything. The person has shown his ignorance by providing the matter in a sheet that look alike your company's letterhead. The same behaviour can not be called the misuse or unauthorised use of company's letterhead for personal & vested interest.
When you are sure that nothing kind of misuse has happend, the matter ends there itself. As a bonafide employer you can issue him NOC and cautioned him for not to do or to return if any stationary is with him before issue.

First of all, you must send an immediate mail to him informing him you are shocked to find he is forging the companies letter head. Once he gets that, I think he will realise his mistake and come back to you with and apology. Get an undertaking from him for not using it again under any circumstances
After that issue the NOC

Hi sir, I just want to inquire regarding my issue in my company. I am finished contract and I am taking my settlement from my company but they ignore me not answering my call so I file case against them but now they open up about the using of letter head and stamp when I print salary certificate to send to my country for personal used without employer approval but my manager approved that before on call now he is denying as I leave the company. They want to file against me for that. What possible I can do with that because i don't have any proof that my manager approved before. I don't used for anything that company involve its only my personal used in my country.

Did you send the salary certificate that was already sent to you on mail?
Or did you make a salary certificate on your own.

You are not allowed to print something on letterhead if it was not sent to you in letterhead.

Most companies do not give salary slip in letterhead anyway
