This case borderlines to harassment, even though prima-facie it appears to be a proposal. It may be possible that the person putting the gifts is a psychopath/sociopath .
It is in best interest of your company that you bring this in the knowledge of management , and identify the person. After that have a counselling session for that employee and explain that such behaviour creates negative vibes in the office.
BTW, do your office has a policy with respect to office romance/relationships as many companies do not keep declared couples in same domains/workgroups.

If this issue will not be communicated to the upper management then it can aggravate the problems in future for your office decorum.
But I want to quote here something " Flowers can not be blossomed unless or until proper care will be taken" There are certain possibilities for this matter, which we should not ignore.
1) Whether that person likes that lady and wants to impress her
2) Girl has shown her interest or something to that person and hiding the facts.
You must verify properly the reason for putting those flowers.. It is possible only that person will be culprit but dont forget to look upon the other side of coin.

As said in the above post, the reasons for the occurence of this situation must be judged properly. It may be that the lady has shown interest and this may be the outcome. But anyways, even if the guy has any likings for the lady, this is not the way to make publicity. All this can be done outside workplace.

No Need to tell to the management or else.
It is not HR matter. It is Administration or security persons only handle this matter.
Don't involve into such things. In a organisation so many frauds going on. we can't stop all.
Being HR Person, you cant take the action against her until you receive the complaint from the department where she working or admn. or security departments.

Ask that lady to give a complain in writing to you. On receipt of her complain, trap that guy through the CCTV camera. Warn him once (keep ur manage informed on this) and in case he repeats again, highlight teh same to management.

Read all the suggestions but wanted to know one thing, is it in policy, not to give gift to a lady...??
We can look in different way, HR can collect the gift from the lady and can have a small exercise in weekend, where in HR will distribute the gifts to winner and will announce the Donner of those gift is unknown and we are very thankful to him for giving such wonderful gift.
While doing this, the positive note is, he will get to know that HR is aware of his nuisance and action may be taken if he does in future without harming his career.
Lady will be in safe hand as her name will not be disclosed in front of her colloquies and she will not become gossip chapter for others.
Think once before to take any disciplinary action... Better to take it in a different way....

You should immediately inform the Management about it and catch the culprit though CC cameras .By doing this you will be able to show the entire office staff that HR department is concerned about employees and thus will enhance your good will.

It's true, we should always care our employee but we can not stop the emotions of an individual and untill unless, that man is not behaving wrong, we can not ask him anything. It's true, that it's wrong ethicaly but there is nothing as such on such ground, we can punish an individual.
