Yes it is possible. First of all, Please note that only the Ph.D degree awarded as per the UGC regulation of M.Phil and Ph.D circular 2009 stands valid. There are many private and deemed university involve in degree scam so be careful

please visit following link

Human Resources, Business, Management and career questions blog.: How to identify fake, real, recognized and not recognized M.Phil and Ph.D degree in India

Second, IGNOU offers PH.D in distance mode

please read following link for details

Simply Govind: Universities offering distance learning courses in India- Delhi

Apart from that, if you visit my various blog post on my both the blogs mentioned above, you will find state wise list of approved universities offering distance education, courses, territorial jurisdiction etc

This is in response to suggestion from Mr. Raj Kumar Hansdah.
To my knowledge, universities and institutions that offer Ph.D offer them on full time and part-time basis. When research scholars do Ph.D on part-time basis, they do not have to attend classes but need to be in touch with their guides and submit reports periodically to the guides / institution. However, if they have not done M.Phil, they may have to do a course on Research Methodology and also take an examination in the subject.
I am aware of the following universities where part-time Ph.D is possible :
a. SCSVMV University, Kanchipuram, Tamilnadu
b. National Law School, Bangalore
