I believe that, at this point in time the matter that needs to be discussed is what has been presented to us. We should see it for from the point of view of a case study, a case study with multiple level methods of interpretation, and interpretation of such nature that all can be wrong or all can be right, but each are different from other based upon the amount of falsity and truth in the interpretation.
We should not worry about how the content is presented, and how should have the contend be presented, but should be concerned about what is in the content.
We have the choice of judging the case on the basis of its content and suggest a solution, or can concentrate on words, methods of communication, and miss the larger picture.
The author of the post has sought our opinion, and we need to provide a solution, based on what is produced for analysis.
No matter what justification is provided, prima-facie on the basis of what is produced in here, the HR manager is at fault.
Lets decide the matter based on facts and lets emotions be set aside while dealing with a case study.

Let me put "The cat among the pigeons" as it were and raise a question. What is the motive of the blogger, who protected the identity of the applicant, but was forthcoming with the name of the individual HR person. Does
(s)he have any axe to grind? Being the cynic I am, I raise that question.

If he has done this knowingly then it wrong on his part to do so, no matter how professionally wrong the HR person might be. If he has done it unknowingly then we have not much to do or say, and as moderator you have done the needful.
Also there is no way we can find out if the act of not removing the name was knowingly or unknowingly.

In most of the cases, i have seen people defending individuals holding similar positions but never, one tried to correct their mistakes or support those who are less in grade.
I have query to be solved
1) who has given rights to MANAGER to behave RUDELY with employees
2) Why employee can't behave the way their superiors behave?
3) Why we don't adopt a process of inculcating good habits in our employees by educating them?
What kind of world, are we living in..............every where BIASED DECISIONS/CONCLUSIONS....

As per my view if you are working in HR department then you should carry passion at your fingers. Because when a new employee joins a company then only the HR department can perform the duties in very friendly manner and give the comfort zone to employee.
Whatever this HR person has done it is not ethical and it is very wrong.Always Remember The First word of HR is H and it stand for human then make sure be a human first and do not treat anybody in this manner.

See, It is all just based on a mail that is being copy pasted, the HR person is vindicated..
Please let me know on what basis, have we decided that the HR PErson is wrong.
Hangman job is to Hang. he cannot avoid it.
HR PErson was right in asking the documents.
The mail mentions that just because of some festival, he is not able to bring the documents.
I am wondering, What the festival has to do with this Guy bringing his own documents for his own job,,
He should feel bad about himself, that he was not able to give Self Respect.
He had to cut a sorry figure in front of the other person
On top of all this, he is annoyed with the treatment of HR PERSON.
Let the member who has posted the query, also mention what words of the HR PERSON was arrogant & what made him annoyed..

I think the attitude of the complainant is typical of individuals who are irresponsible and do not adhere to guidelines or instructions. In case there was a requirement to present ones documents on the day of joining, then our aggrieved friend should have done so and not cribbed when rightly ticked off by the HR guy. I think an apology would be in order, also in case the HR guy has spoken rudely or used derogatory language then he too needs to be suitably asked to refrain from doing so in the future. BE MORE RESPONSIBLE AND PAY ATTENTION TO DETAILS GUYS.

This entire topic has now deviated and snowballed in to something else.
What is happening now is, that there seems to be a cartel formation happening, more of a ghetto attitude is showcased then a professional approach.
Hope people come to normalcy soon, and again start understanding the matter on as it is basis, and not go deep doing superlative analysis.
