We are an upcoming company, where some of the employees are not reaching office in time. And when any warning is given, they are not replying since they are old employees. They are saying that they are completing their man hours, so coming late doesn't matter.

Yes Discipline, conduct and punctuality should never be relegated to the back seat @ any Organisation ! Being punctual to office helps the individual to complete the task on time.
You haven't mentioned about the Industry you belongs to in your post. Being late to office is right or wrong depends on the Industry. Though punctuality and discipline are preached in Organizations for a very long period there is a change in the trend now. IT/ITES/BPO who support International Clients follow flexible or liberal shift timings wherein if the nature of the work of the individual is not a team work then that individual employee is allowed to work on flexible timings but only thing is that he /she need to complete the assigned task for the day. Also many employees who work for such industries work beyond office hours due to Project requirement are allowed to report late to the office the subsequent day beyond the shift hours. So HR role in such industries will be different and HR cannot preach mundane HR policies over there.
So please check with your Technical Dept HOD's and check regarding the performance of those individuals who are late to office and find out as to is there any impact on their productivity due to their late reporting. However if their nature of work involves team work then habitual late to office cannot be tolerated and that will become a wrong precedent to other employees who are punctual to office. In scenario you can counsel those employee and make them understand the importance of punctuality. Always keep warning as a least option and us it only in the extreme situation.
