Its pay scale. The individual starts at Rs,3000 riyal , eligible Rs.90 / month as increment in Basic salary after a year and that goes upto Rs. 4350 and after that annual increment @Rs.130 monthly so on.The advantage in such strucute is that employee is aware that he would get min. scale rate of increment and max. anything 2/3 increments. He is aware what is fitment or grade change benefit.

This system of pay scale is quite transparent, as it denotes the minimum starting pay, the rate of annual increment, the stages of change of rate of increment, and the maximum of the pay scale up to which the employee in a particular grade can reach even if he is not promoted to next rank. In such type of pay scales, performance rating play a limited role only for the purpose of further promotion, not for any hindrance in earning of annual increments.
