I want to start an old age home. Please can someone inform me the legal formalities required to start the old age home.

First and foremost I commend you from the bottom of my heart for deciding to start old age home. You could be doing business however, it is within the framework of service.
I recommend you finding out from Google where the old age homes are available in Mumbai. Visit these homes and find out what legal formalities are required. Meet the owners and find out what other challenges they face. Few of them may not share information with you readily however, you should be able crack 1-2 hard nuts and get the requisite information!
Legal requirements apart, you need to train your staffs in handling infirm old persons as well. You need to have 1-2 medical attendants whose specialisation is geriatrics. Else train all the housekeeping and kitchen staffs on geriatrics.
Kitchen is attached to every old age home. Therefore, kitchen staffs need to be trained on hygiene, sanitation and pest control. Secondly, their meals cannot be normal meals but food items need to be extra soft.
Last but not the least, meet psychologist also. Old people have rock hard attitude and dealing with them is a challenge. Therefore, psychologist's advice right at the beginning is always good.
