Dear
If you are covered under the Contract Labour (R&A) Act, 1970 then you are required to follow the terms & condition of licence for disbursement of wages to the contract employees otherwise you are to pay minimum rates of wages as declared by the State Govt. where you are working. If the appropriate govt. is central Govt. then you are to give minimum rates of wages as per central government notification.

For Contract Labour , you have to pay rates as per minimum wages prevailing in respective states.

I would like to add on Shri Khola's comments that for the establishment if the appropriate govt. is central Govt. then you are to give minimum rates of wages as per central government notification or the State Govt's notification - whichever is more.
