Nandita,
Its very unreal to hear that an HR person is using such abusive languages in the office. Where as he should be one who needs to set a healthy working culture in & around the office. Any ways coming to your query these are some solution to solve this problem.
1) Write a mail requesting to intoduce a policy regarding using of abusive language/ teasing and other acts which can hamper the work culture- send it to HR with a CC to higher authority.
2) In an informal chat session can talk on this topic.
3) Start sending some good HR practice article (can use citehr ) to him. Idea behind is self realisation. Im sure even he wants to grow in his carrier & will realise it after going thrugh some good HR practice articles
Hope your problem will be solved soon. Take initiative & help youerself as well as others (including the Mr HR)

Dear Nandita
Yes I can understand this situation. Some people are very illiterate they are not aware of office etiquettes. You must complain with your HOD (Head of department) of Higher Management to stop this kind of behavior. I thing I want to tell you should take strong action against him because you are right. I am saying this because I also faced this drastic situation in my working place.

In my opinion best it to convey that person message about him using abusive language, either directly or through a co-worker, people in professional environment understand this quickly, after that is nothing seems to be aligned then it can be reported to the proper channel.
From Sweden,
The most effective way to deal with is to usually discuss it with a level of management senior to the person using abusive language and let them communicate the message.

However, if the management layer above that is not responsive, or if they are also participating in similar behaviors then it could lead to a difficult situation. Even more difficult would be if the senior level management does not have the maturity to communicate the feedback in a manner that exposes the complainant. This could result in a backlash.

Complaining to the police can alleviate the situation. But let's face it, we live in a world that does not accept whistle blowers. Our society is such that the one who takes action, then needs to brave the world and their ostracization. This is the sad truth.

On the other hand, one could take the high road (call it the spiritual path) and learn to ignore these words. The words themselves are neither good nor bad, it is how we fell about them that makes them good or bad. Difficult as it may sound, one could definitely learn to NOT feel bad at the use of these words and treat it as the unfortunute lack of articulation and managerial capabilities on the part of the person who has to use these words.

Best regards,
