can we cover the other allowance in minimum wages in karnataka state

What is 'other allowance'? There can be allowance for meeting certain expenditure, say house rent, travelling, education of children etc. But there is no such allowance called 'other allowance'. if you mean to say that you have bifurcated the salary, and the minimum amount is put under basic pay, and will it be legally complaint, then I would say that so long as your total salary is above the Basic plus DA fixed by the government as minimum wages, for the purpose of compliance it is okay. But for all purposes, like calculating bonus, gratuity, leave encashment etc, that total salary should be taken as wages. You can not say that total salary is the salary for compliance of minimum wages but the gratuity will be calculated on the basis of the basic salary alone.

You can cover the other allowance in minimum wages, provided you are paying over and above the minimum rate of wages. If the minimum wages is 'X',after the other allowance, it should be X+1 but not the X.

Minimum wages would cover basic, FDA/VDA only, rest of the emoluments are left to the practices/rules followed in the respective units. There is an endless list of such allowances in vogue, especially of MNC promoted units. But generally the common allowances are
Basic, FDA, VDA, HRA, CCA, Conveyance, Medical, CEA, lunch allw, attendance bonus, daily & project allw., risk allw, uniform allw. LTA(LTC), special allw.,OTA, safety allw. and so on..
