I think you need to talk to your superiors and seek training and guidance in gaining these skills.
Essentially, you need to READ the job description, understand exactly what the employer is looking for, then find candidates who meet those requirements. For example if they are seeking staff with high level Python coding skills, you need to find candidates with those skills, and not send people that only have SQL coding skills. That is a very simplified answer, but enough to give you the gist of it.
