The HR Head should get into "Helicopter View" of the Department. His / Her Role should be strategic. A clear understanding of the Company Vision, Mission & Values is very important for the Role. THe questions he/ she needs to ask :
1) What is HR doing to realize the Co. Vision, Missions & Values ?
2) If HR is doing point 1) what are the measurement parameters for that ?
Overall, a relook at the HR Dept. / function as a whole & to transform it fully (if required) & rewrite the HR Dept.'s own Goal / Mission / Policy / Culture in alignment with the Overall Company's Business Strategy.
