Greetings of the day !!

I need help in the following points below :-

1- Is there method or app or something by which the Hr/Department would know that how many employees from the department or plant can be granted the leave. Like for example if there are 10 persons, then the system should tell that as per the defined SOP minimum 6 or 7 persons can be granted the leave so that that the department can function or else the work will hamper. so the system should say that you can allow only 3 or 4 persons to go on leave at a time.

2 - process to categorise the manpower in the unskilled/semi skilled and skilled category. It is very easy to do so as per the technical training certificates but how do it for the persons who are not having that. Suppose a non matriculate person is there but he is very good in welding or has the skills of a fitter of skilled or highly skilled category. we can pay the rate but how to measure it or define it.

this would help me for solving some current issues.
