It appears that you have not done sufficient reading on what strategy is. The strategy is to choose the direction for the enterprise. Businesses always face certain risks. The strategy is to identify those risks and respond accordingly. If it is not possible to give a response, then steps are taken to mitigate the risks. If even mitigating the risks is not possible, then businesses have to monitor the risks closely.
There is nothing like outsourcing a strategy. A few actions that are part of the implementation of the strategy could be outsourced.
While running household activities, we hire a maid. The hiring of the maid is nothing but outsourcing of a few activities like washing clothes, washing utensils, keeping the rooms neat and clean, etc.
Asking the question "Can organizational strategy be outsourced?" is akin to asking "Can we outsource family living?"
