In what context the question has been asked is not understood.
Yes, in addition to the KRA, employees are evaluated on competencies for the future designation. There is nothing like evaluation on "behaviour". Interpersonal skills, listening skills, negotiations skills, influencing skills etc are all behavioural attributes and these needs to be considered while assessing the promotability of the employee.
By the this process of evaluation for the promotion becomes easier provided a career plan for the employees are made and the employees are groomed to take up the future assignments. One of the best methods of grooming an employee for the future assignments is organise a Formal Mentoring Programme in a company.
