Based on my experience in competency field let me extend some thoughts into the model you have presented.
I feel framework is essential because that will give us the boundary while defining and selecting the number of competencies critical for specific jobs.
Model gives the detail picture of how mapping takes place(which you have narrated) but also it should define the framework.
I would appreciate if members pour their views with this regard.
