Is it fine to do away with physical hard copies of employee personal documents collected at the time of onboarding of new hires given the amount of cyber crime taking place? If the answer is no, is there a regulation under employment laws that can mandate maintenance of personal records as a physical hard copy? Nothing against digitization, but considering the cyber crimes , this question is being posted.

If you refer Shops & Commercial Establishment Act, it mandates an employer to maintain service record in the prescribed form which needs to be counter signed by the Labour Offier of the designated area.
But in Corporate scenario, it is necessary to maintain personal file of all employees physically. Companies do digitalization also. As records in digital format is a permanent record, physical records are subject to normal wear and tear.

Employees Record of Personal Information furnished by her/him duly attested by the Joinee to be true with the Proviso that in case the Information Furnished is / are found to be False or Innacurate are all for the Employers Interest, hence Employers must take a Call in the matter. As far as Crimes-cyber or otherwise in any other form- are concerned not only External Forces but Few Joinees attempt/ commit / indulge in the Criminal Act of Tampering or otherwise Altering the Data to suit present. So a Stich in Time ( Detecting Fraud, Loopholes etc) Saves Nine is Key Dictum to keep in mind

Dear all,
It's within the rights of the employers first to seek, verify the originals of all credentials required for employment. And to atleast certified copies of all such docs kept for official records. This is justified especially when legal courses are pursued for longer periods. These docs going to be permanent records. Though some offices mandates destruction of listed records periodically. But Courts still insist for originals & certified authentic copies. Docs digitally stored can be referred to as and when required but they are prone to be lost or tampered with.
